    "content": "Another important issue is that we need to be a bit careful in terms of amendments. The Senate has proposed that instead of using the word ‘Parliament’, we use the words ‘the National Assembly and the Senate’. I do not understand what the difference is. I thought in the Constitution, the word ‘Parliament’ includes both the National Assembly and the Senate. I do not understand the value addition of replacing Parliament with the National Assembly and the Senate. This is a bit confusing. Also, looking at the proposed amendments in Clause 34, I see a situation where the Senate wants to introduce a lot of bureaucracy in implementation, where they are saying that approval must be given by the Senate and the National Assembly. The Constitution is very clear that the Senate is supposed to take care of the interests of the counties. So, on a matter which is national in nature, why do they want to approve it, on a serious note? I see this being tied to the requirement of having a member of the CoG. Now that we are doing away with a member from the CoG, then, automatically, the approval of the Senate is not required. So, this must be rejected as the Chairman has proposed.
