"content": "Mr. Speaker, Sir, I am asking myself whether we, the hon. Members in this House, remember that Kenya is a signatory to the Rome Statute. To go against it, then the same Members should be asking the Minister whether he is in a position to tell us, or whether he would want to refer the matter to the Leader of Government Business or some other higher authority, whether this is not a confirmation that in spite of us moving on to the new Republic, we are still stuck in the culture of impunity. Regardless of whatever considerations the Minister for Foreign Affairs, and indeed, the Government, had for inviting the Mr. Bashir, there was a lot of loss of tact. This is because we can only conclude three things, namely, nothing has changed in Kenya and we are still in the culture of impunity.
