    "content": " Hon. Temporary Deputy Chairlady, I beg to move: THAT, the Senate amendments to clause 23 be deleted. The Committee has decided to retain the title of the Bill as “Physical Planning Bill” hence the amendments are not in order. Further, the use of the words “Planning authorities” and deletion of reference to the words “National Government” and “County Government” in Sub- Clause 1creates ambiguity. Thank you."
