    "content": "The justification is that the Committee retains the title of the Bill as “Physical Planning” and hence these amendments are not in order. The proposed deletion of Sub-clause 4 which provides that the county spatial plans under the County Governments Act shall be deemed to be similar to the County Physical Development Plans for purposes of the Physical Planning Act would result in duplication of similar processes and we would not want to see that duplication by two departments within the county government."
