    "content": "The Committee retained the procedure for completion and approval of County Physical Development Plan in the Bill as it is clearer. Further, the Committee rejected the establishment of county planning consultative forum. Therefore, the proposed New Clause 37 would not apply. The Senate proposes that since we have a national planning consultative forum, then counties must also have county consultative forum which is equal to having a cabinet meeting at the county level."
