    "content": "The justification for the new clause is to provide for the principles and norms of physical planning which shall guide both levels of government, the national Government and county governments. The Committee’s amendments therefore serve to delete the term “Land Use Planning” from the new Clause 4A and substitute therefor with the term, “Physical Planning.”"
