    "content": " Thank you, Hon. Temporary Deputy Chairman. The Fourth Schedule of our Constitution is very clear on the functions of both levels of Government. It is very unfortunate that the Senate overlooked the functions undertaken by both levels of Government. Irrigation is under the national Government. Therefore, we want to ask the legal department of the Senate to relook at how they conducted their work. Thank you."
