    "content": "The justification is that the Senate amendment will have the unintended consequence of compelling the CS to seek approval from the National Assembly and the Senate before publication of regulations yet the Statutory Instruments Act contemplates that a CS is required to ensure that a copy of the statutory instruments shall be transmitted to the responsible Clerk of the relevant House of Parliament within seven sitting days after publication of a statutory instrument.
