They need to know that procedurally, once the regulations have been gazetted, they are actually enforced immediately pending approval or disapproval of the National Assembly. In this case, as the Leader of the Majority Party has mentioned, the Committee on Delegated Legislation is only in the National Assembly and as per the Fourth Schedule, all those matters are approved in the National Assembly. If it is anything to do with the counties, the Committee on Delegated Legislation is at the county assembly. So, here they are totally irrelevant.
