    "content": "I am saying that we should not subject our elders to modern-day slavery. If we want to deal with the Al Shabaab, let us use the village elders. They know who is new in the villages and whose son has disappeared. They can easily report. How can they report such criminals and put their lives in danger when we do not even recognise them? They do not have uniforms or badges. They are just village elders volunteering to do what the Government ought to do."
