    "content": "In my constituency, I use them to vet those students who deserve to be given bursaries. They are very important people. They are the first people who help us when there are security issues in various areas. I, therefore, want to ask the Mover of this Motion to go further and make it a Bill. We discussed this Motion in 2016. It was passed in this House. I was surprised because the Committee on Implementation has not looked at this Motion. We want the Committee on Implementation to look at this particular Motion, so that they can fast track it and possibly ask the Departmental Committee on Administration and National Security to have a supplementary budget for the same so that these elders can be paid as they are so important.
