    "content": " Thank you, Hon. Temporary Deputy Speaker, for this opportunity to make my contribution. First, I thank Hon. Murugara for a very good Motion. I will be quick to indicate that village elders are the remnants of the African traditional structure of government that remained with us after colonialism, alongside the chiefs. Village elders were the original colonial structure of administration. They have special days set aside for them to brief chiefs and assistant chiefs. If they are accommodated into the pay structure of the Government, they will form the sixth layer of the Provincial Administration in this country. This is key because it is operating at the lowest level of that particular structure."
