    "content": "Like it has already been indicated, there are about 30,000 village elders who work in about 6,500 sub-locations. They render voluntary work to this country. Unfortunately, when we had the most recent survey from the Ethics and Anti-Corruption Commission (EACC), they ranked them very high alongside other groups of people, moreso, the teams that register persons in the country. Because they do voluntary work, they look for a way of paying themselves through small fines which are called by different names in different communities. To mainstream this structure and make them operate properly without affecting the entire community by imposing the small fines, let them be mainstreamed in a form of remuneration. This will be very good for efficient working."
