    "content": "If you go to land issues, the Government depends on village elders for advice and their advice normally is very important for whoever is charging the case. On educational matters like my colleagues have said, we use them quite a lot. The Government uses them and we cannot ignore their performance. As we speak, the Government has a food policy. This is one of the Big Four Agenda of the Government. The people who can get villagers to go to their shambas and till their land for food production are the village elders. They are very useful in this situation."
