    "content": "Hon. Speaker, I would want to urge that even as you are making that decision, we look at other provisions of the Constitution. What the Chair of the Committee is saying is not even an issue of conflict of interest. It is an issue where the Chair of the Committee must be in charge of his Committee and tell the Members who are out of order and throw them out if he needs to. It is not an issue of conflict of interest. There are certain issues that have arisen that we must look at. I want to agree with Hon. Mbadi that when you are talking about interest, what is it? I have given you the example of where I am told that as a person who worked in the Children’s sector, I have a personal interest when I do not have a child. There is this case where people are talking about lowering the children’s age of consent in sexual matters to 16. A parent has more personal interests than me on that issue."
