    "content": "Again, the Chief Executive Officer (CEO), Mr. Ezra Chiloba gave out a direct contract of Kshs452,006,000 for International Business Machines (IBM) Biometric Voter Registration (BVR) machines which were not used. We cannot sit here and say there was value for money. If you look at the provisions of Section 11A of the IEBC Act, it is clear that the CEO did not advice the Commission or did not implement any policy by the commission.
