    "content": "This particular Report is on the IEBC, which is the single institution that everybody looks up to every five years in terms of whether we are going to have peaceful transition in this country or not. This period is when we have our elections. We all know what happened. The elections were disputed. More than 300 people died because of this. One of the reasons was the transmission of election results, which was due to the procurements, which were done by the IEBC. If this Report says that we had problems in procurement and that things were not done properly, obviously, the person responsible for that must take responsibility for the chaos that we had and the people who died. Look at what was brought before us, namely, a legal framework. There seems to be doubts on the legal framework of the institution. Members have indicated that there was a tag of war between the past leadership, namely, between Mr. Oswago and Mr. Issack at the time. Now, there has been a tag of war between Mr. Chiloba and Mr. Chebukati. When you have something recurring, you must look at the structural arrangement."
