    "content": "This Bill will herald a new development. The various parts of this country will begin to have development projects that aim at impacting on the local economy. If passed, this Bill will streamline many officers’ roles that county governments have over employed. You can only discharge your duties properly if you have some guidelines. This Bill is going to give work to the County Executive Committee (CEC) member in this country in charge of statistics. They will develop a framework on how they are going to evaluate the needs of the people, gather data and come up with parameters that will assist county governments to plan and bring development that will be meaningful. As you are aware, you can bring many development projects to a particular area but without focus on what will completely transform that particular area, it will be a waste of the tax payers’ money."
