    "content": "Once this Bill is enacted into law, it will provide a legal framework to counties so that they can collect, collate and analyse statistical data that is specific to counties, in order to enhance their planning and evidence. This is so, so that they can make evidence-based decision. Every county must have its own data. They must deal with issues concerning their revenue projections, spatial data, poverty levels, mortality rate, the population age group and the Gross Domestic Product of that county. We envisage that county governments will match their resources to the needs of the people. For example, do the people of Garissa need more water than roads? So, their resources must be guided based on data and statistics on what are the needs of that county. So, this Bill will act as the evidence to county governments to make a determination on whether they are meeting their development goals and agenda, and providing the requisite service to the people they represent."
