    "content": " Hon. Temporary Deputy Speaker, I do not want to interrupt Hon. Waihenya Ndirangu, the Member for Roysambu, but he was called upon to reply and yet he is now debating. I thought that being the Mover, he had debated and he was just to reply on the issues that the Members raised. He has turned this into another session of debate. I wanted to contribute. He is saying all the things that I wanted to say. I obliged when the Member for Nyatike asked that the Mover be now called upon to reply. I feel that the Vice-Chair of the Departmental Committee on Finance and National Planning should reply to the contributions that were made by the Members and not to re-debate; the debate was closed.
