    "content": "I would like to appreciate the recommendations in terms of how that should be addressed. The Committee recommends that the Communication Authority of Kenya should use the Universal Service Fund to establish base transceiver stations. It is only the county headquarters and the sub county headquarters which have these stations in my county. This has impacted negatively in access to basic services like health. Health referrals are not effective because most of the health facilities are located in places where the medics cannot communicate to the next level of referral.
