    "content": "I have looked at the final recommendation. There is a recommendation to amend the law. It is important for the Committee to fast-track it, so that if there are gaps in existing regulations, which are tying the hands of the CA, we can seal them through appropriate subsidiary legislation or amendments to the various Acts, namely, the Competition Act and the Kenya Information and Communication Act. We can then task the CA to help us reduce the cost of calls, SMS and data, and ensure that through provincial investments in additional infrastructure, the disadvantaged counties can be integrated with the rest of Kenya."
