    "content": "As a Committee, we have looked at ways of introducing interventions just to ensure that we give opportunity to the other player to compete because they risk closing shops just like ESSAR did some few years ago. The licence fee is becoming an entry barrier to new players. Currently, every player is required to pay US$25 million. That is an entry barrier. If that cost can be spread to a period of 10 years, it is going to assist new players and even the existing players who will want to advance in technology.
