    "content": "It is very important that Members go through this Report. If you go even further to the submissions by the nominee, when somebody is looking for a job they make promises and commitments. Those are ones that that this House can use to hold him to account if he is approved. We wish to thank the offices of the Speakers of the National Assembly and the Senate, the Clerks of the Senate and the National Assembly and their staff for the logistical support accorded to us during the vetting exercise. We thank the media for the live coverage of the proceedings which enhances accountability and transparency of the approval hearing. Sen. Aaron Cheruiyot made a very important point during our Kamukunji . I had stepped out. However, I was told that he said that we must have a very serious reason not to have the media in any Committee proceedings of this House. This is because the Constitution opens up Parliament to the public. Mr. Speaker, Sir, Mr. Hilary Nzioki Mutyambai is a Kenyan citizen. He was born on 24th September, 1964. He holds a Masters of Arts degree in National Security from the Australian National University and a Bachelor of Science degree in Agriculture from the only university called the University of Nairobi (UoN). He is currently serving as the Deputy Director, National Counter-Terrorism Centre (NCTC) at the National Intelligence Service (NIS). Mr. Mutyambai is an accomplished professional in the area of criminal investigation according to the documents and the submissions he presented. He has 27 years of investigative and law enforcement experience. Those 27 years are very close to the age of many Senators in this House.
