    "content": "I had four other points, but in the interest of time, I just want to talk about three points. I was also concerned about his response on what is a big topical issue right now in the country, that is, the roles of the Directorate of Criminal Investigations (DCI) versus those of the Ethics and Anti-Corruption Commission (EACC). I do not think that anybody in their right mind can say that the DCI should not take time to investigate corruption cases. Many of us have used this Floor and other avenues to speak against some of the practices that we see being perpetuated by the current DCI. I would have wished to see the response of Mr. Mutyambai on the issue of impartiality and neutrality of the DCI, knowing that he is an officer in the Office of the Inspector General, who as per the dictates of Article 244 of our Constitution, should not work under the directions of anyone. Unfortunately, we continue to see the way these investigations are being carried out. You can clearly see that this particular officer is under the direction of someone. It is, therefore, unfortunate that this Committee did not press Mr. Mutyambai hard enough and ask him to speak to the issue of impartiality and operating independently. We have the EACC and the DCI. Even if we were to have 10 other institutions that would help us slay the dragon of corruption, I will never be opposed to them, so long as they live by what is expected of them by law.
