    "content": "In addition, the National Police Force was changed to the National Police Service. Kenyans anticipated that the attitude of the police would change. Article 246 of the Constitution creates the National Police Service Commission. Among others, the Commission consists of a person who is qualified to be appointed as a High Court Judge, two retired senior police officers; and three persons of integrity who have served the public with distinction and the Inspector-General of the National Police Service."
