"content": "As a Senate, our concern about counties is our responsibility. There is a chance that because of the nature, poverty levels, hunger and the emergency situation in Samburu County, it is important that the operations of the county do not grind to a halt. I hope that as this Statement goes to a particular Committee of the House to be thought through properly, we should begin to think about these situations. Think about the Nairobi City County situation and come up with far reaching decisions and make sure that no governor can operate by himself without the necessary support. Also, the fact that the situation in Samburu County requires reorganization of the county, what are the provisions in the Constitution and the law?"
