I also stand to support this particular Bill which provides a well structured framework that will guide public participation programmes in our counties. It is interesting to see how it is done under the current situation. I went through the document from the Controller of Budget. It is interesting to see how money is used in a reckless way in the so called public participation. I saw a county that has spent Kshs40 million in public participation while in medicine it has spent Kshs32 million. I believe that this Bill will provide a good structure that will ensure effective public participation and that every member will be represented and their say will be taken into account. Rarely do some governors attend public participation programmes. They simply assign some administrators to assembly people to sit under a tree and a lot of money which cannot be accounted for is given."
