"content": "Thank you Madam Temporary Speaker for giving me this opportunity. Let me start by thanking our dear brother and colleague. He has been given very many names, but I thank him for coming up with this timely Bill. I have attended some myself where a CEC member or Ward Administrator is addressing the public on budget issues. When you sit there and listen, there is no public participation because nobody is actually participating. There is a lot of dictation; “This is what it is; that is in the budget.” I was shocked when I heard one administrator say: “If you do not want the money, it will go back.” In fact, I called him aside and asked him: “Did you hear what you said yourself?” Madam Temporary Speaker, public participation has been totally abused. I like the way Sen. Olekina has articulated and broken it down to what we must do during The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor, Senate."
