    "content": "gap is the issue of assets and liabilities. Many ordinary people know where the assets of the county reside. Many of the people at the county level know that a particular parcel of land in a particular market is a county resource or property. Through dubious means, that property is seized and taken away. The only way you can update your assets and liabilities record is through the participation by people in that area. If this is enhanced, I am sure we will have almost near perfect record of assets and liabilities in our counties."
