    "content": "Thank you, Madam Temporary Speaker, for giving me a chance to also add my voice to this very important Bill. From the outset, I congratulate Sen. Olekina for having thought of it. As many of our colleagues have already said, it is a timely Bill. I want to touch on three very important aspects in this Bill. One of them is the issue of public participation in terms of the budget-making process. The public cannot oversight projects which they have no idea, information or the monies that were allocated for them. Therefore, the public should be aware of the projects, the amount of money that has been allocated and what they want done from the ward level.
