    "content": " Thank you, Hon. Speaker. I want to add my voice to what the Member for Taita raised in terms of the Equalisation Fund. This issue is both in the Constitution and has a time frame of 20 years. This is for us to see what will happen within that time, whether this fund is useful or otherwise. Just down the stream on the second tranche of Equalisation Fund is when we are hearing there is a second policy. I do agree with you that this is a constitutional commission which is protected by the Constitution. I think, when they tend to do things by putting aside the Constitution, then Hon. Members are bound to raise these issues in this House."
