    "content": "It was published on 1st March 2019. As the Member has quite clearly explained, this Bill has only two clauses. It is clear in the memorandum of objects and reasons that all he is suggesting is to increase the penalty. The media in Kenya has its freedom. It decided to use it to make clips which say that Hon. Ndindi Nyoro has proposed a Bill which has not been seen by anybody within Parliament. The only Bill that the Member proposed with regard to the issue of anti-corruption is this Bill."
