    "content": "The other issue I have seen deals with legislative proposals relates to the parameters of a committee when undertaking the task. I have seen cases where when colleagues appear before departmental committees to find out what the legislative proposals are about, it is not clear how far a committee goes in terms of interrogating such matters with a particular Member. I was seeking direction. If, indeed, a legislative proposal does not conflict with any law and it is not against public policy, committees should avoid discussing the merit of such draft Bill as if we are debating in this Assembly. There is need for direction from the Chair in this regard."
