    "content": "I have in mind a proposal which was brought before the Departmental Committee on Justice and Legal Affairs by the Member for Tharaka Nithi regarding reconstitution and reorganisation of the Government Printing Press. In this specific case, the Budget and Appropriations Committee went ahead to specify what the new corporation proposed in the Bill cannot publish. That is going beyond their role. I am seeking your direction now that we do not have it in the Standing Orders. Maybe, in future, we will propose to the Procedure and House Rules Committee to consider including it in the Standing Orders. As of now, I do not believe that a departmental committee should constrain a Member seeking to introduce a Bill for over a month or even 14 days so that we have things moving. The issue of conflict between committees should be clarified."
