    "content": "Mr. Deputy Speaker, Sir, we cannot talk of a new constitutional dispensation when we have rot in our councils and Government departments, and when the little amount of money that the Minister for Finance sends to the Ministry of Local Government in form of the LATF, does not reach the beneficiaries on the ground. Today if you walk around this country, you will find dispensaries and schools built using CDF funds. Why are we not seeing the money that is sent to councils? Today, the City Council of Nairobi receives billions. With those issues I have raised, I beg to support this Vote."
