    "content": "Mr. Deputy Speaker, Sir, as he stated, this Ministry is underfunded. We want to appeal to the Government to ensure that more funds are given to this Ministry during the Supplementary Budget to ensure that it carries out its duties effectively. This Ministry has demonstrated to Kenyans how devolution can work for a very long time. Money was being sent down to the people at the Local Government level and it was supposed to benefit the local people in specific areas."
