    "content": "Having said that I want to make a few remarks, which I think are very important, which the Ministry should take action on in order to move forward. First, as my colleagues have said I would like to see a full assessment of the LATF programme. This will establish whether it has achieved its intended goals and objectives. As my colleagues have said, LATF money has been disbursed each year, but its impact on various municipalities and local authorities has not been evaluated. So, this is an exercise, I would like to see the Ministry carry out so that we know whether we are getting value for our money on LATF."
