While you are right that you do not have to direct the Committee but the tradition and practice is that the intervention of the Speaker at that level gives the timeline within which the response to the Statement has to be brought to the House. I believe that is what necessitated the distinguished Senator raising this matter. It is important that while Committee Chairpersons would ordinarily, without prompting, take up the issue, the Chair has a duty in addition to that, to give them direction on timing."
