    "content": "Mr. Temporary Speaker, Sir, I am trying to drive at the fact that we have come up with a political architecture that seems to favour the corrupt and yet we trust them to superintend over our devolved governments. It is therefore, not a surprise that the returns we are getting, including in your County of Samburu, are individuals whose only preoccupation is to accumulate more so that they can use it to bargain for further political space in the future. I may not be able to mention names but these are some of the things that are making the dividends of devolution not to percolate to the people."
