    "content": "Mr. Deputy Speaker, Sir, I have four areas which I would wish to speak on when it comes to that address. First, I would like to touch on the issue of devolution. The President stated that devolution remains one of the best things that we have ever achieved in the country since 2013. He also stated that consequently, Kshs1.7 trillion has been transferred to the counties. It is high time that the funds that go to the counties be counterchecked. This should be done to find out whether they are doing the work they are intended to by giving the services that our people anticipate to be given."
