Article 40 of the Constitution requires that when the Government or a public entity alienates land from an owner, compensation must be prompt, adequate and in full. So, there is absolutely no reason whatsoever for the Government to alienate land from its rightful and lawful owners for whatever public utility, including road construction as in this case, without paying them."
