    "content": "Thank you very much Mr. Temporary Speaker, Sir, for giving me this opportunity to contribute to the Presidential Address. I start by thanking the President for addressing the nation through our able Parliament so as to reach as many Kenyans as possible and their representatives. From his Address, I picked out a few things that my colleagues might have spoken about, but I will not deter from mentioning the same. On devolution, His Excellency the President mentioned that it remains one of the novelties of the new Constitution, and indeed, it is. Devolution is one of the best gifts Kenyans received.
