It is important to appreciate that a simple look at Article 132(1) clearly defines what is for debate and where. It is a matter that those of you who may be keen need to consider even as you debate these reports. There is a report which is submitted for debate in the National Assembly. People should not waste time debating certain issues when they are not supposed to. It is very clear in the Constitution. The next Paper is by the Chairman of the Public Accounts Committee (PAC), Hon. Wandayi."
