    "content": "“From the foregoing, and after looking at the Procurement and Assets Disposal Act and the Companies Act, it is our considered opinion that foreign companies bidding for open international tenders, floated in Kenya do not have a legal requirement to be registered. In addition, if there was such an intention, then Section 974 of the Companies Act and Section 89 of the Public Procurement and Assets Disposal Act of 2015 would have expressly provided for such a requirement."
