    "content": " Thank you, Hon. Temporary Deputy Speaker. I rise to partially support the Motion on the President’s Address. The Report was majorly based on Article 10(2) of the Constitution which provides for the national values and principles of governance which include patriotism, national unity, rule of law, human dignity, equity, social justice, integrity, transparency, sustainable development and the rest. The President’s Address mainly centered on two or three main issues - that is unity and development of the nation, as well as corruption. I partially support the President’s Address simply because it touched on core development areas. In his Address, he touched on devolution. He categorically explained that Kshs1.7 trillion has been released to the county governments since 2013 to date.
