    "content": "I believe we can do better on the issue of equity. I also want to talk about devolution in this country. We need to see where the monies that we give to the counties through our Division of Revenue Bill are invested. There was a pronouncement that was made in Nairobi that development should be done first in Eastlands before it gets to the western part of Nairobi. I want to call upon the Senate to look into how monies that are allocated to these counties are being used so that we get equity."
