    "content": "I know that we are struggling with getting an opportunity for Members of Parliament to be appointed. One of the reasons the Cabinet Secretaries (CSs) were removed from the Floor of the House is because there was that tendency before that they would develop their constituencies first before they go to other areas. That persuaded Members then that we needed to have CSs from outside Parliament. I do not think it is useful anymore given what we are going through. One of the ways of ensuring that we are inclusive is ensuring that Members of Parliament also have an opportunity to be appointed as CSs."
