    "content": "The Committee noted that the Kenya Roads Board bases the conditional allocation to counties from the Road Fuel Levy on 15 per cent of the funds‟ total estimated amount for the year 2019/2020. However, the National Treasury has never provided the total estimated amount of the fund for the year. Therefore, we are just using 15 per cent of the figure we do not know. There is also a problem there."
