    "content": "We were shocked when the Chairman of the Council of Governors (CoG) appeared before the Committee and told us that even governors who signed the contracts have never seen them. They said that they have been signing Memoranda of Understanding (MoUs) which are not even addendum to the contracts. So, they do not know what they have been signing for and what they are leasing. The equipment is delivered in counties in crates and containers and they are told to keep them."
